Chinese government posted "10th Five-Year Plan of Economic
and Social Development--special program for improving international
competitiveness through accession to WTO". It will lead China's
general economic structural reforms, system and technical innovations,
and policy orientations in the next 5 years. State Development
Planning Commission (SDPC) announced that this program would provide
the guidance for the structural adjustments in agricultural, industrial,
and services sectors as well as the reform directions, focal points,
and main policies. Chinese government said, within the coming
5 years, the management system that fulfills the socialistic market
economy and the rules of WTO would be gradually constructed. The
international competitive capability of Chinese industries and
enterprises would be entirely upgrade. A fair market entry environment
should be built as soon as possible and a macro-adjusting system
should be established for resisting the impact from the international
economic fluctuations. Generally speaking, Chinese government
wants to set up a set of reliable macro-adjusting mechanism that
can meet international standard and face the challenges after
joining the WTO.
